Step 1: Combine tomatoes, green bell pepper, jalapeno peppers, green chile peppers, red bell pepper, hot sauce, onion, and cayenne pepper, and mix in a large bowl.
Step 2: Cook meat in a large skillet, making sure to the clumps are broken up for approximately 5 minutes. Drain any extra grease. Add burrito seasoning and the jalapeno pepper. Cook covered and stir occasionally until all of the flavors are combined.
Step 3: Over medium-low heat, pour refried beans into a saucepan. Cook and stir until it’s completely heated through.
Step 4: Each tortilla should be warmed in the microwave for about 15 to 20 seconds, or until soft. Spread refried beans on top and divide the meat mixture among the tortillas. Add sour cream, lettuce, and cheddar cheese on top.
